Criminal Investigation has always been a very difficult and complicated task. After independence, attention was focussed on this aspect of criminal investigation. Late Shri GovindBallabh Pant, the then Home Minister was the first to realize this shortcoming and proposed a course of advanced training for investigation police officers to remedy this defect. Accordingly, Shri B.N. Mullick, the then Director, Intelligence Bureau, formulated the scheme in 1956 for setting up the Central Forensic Institutes. The first Central Detective Training School in the country came into existence in Calcutta in November, 1958. The Central Detective Training School, Hyderabad was started on 28th September, 1964. After staying in Intelligence Bureau till 1973, the Central Detective Training Schools were transferred to Bureau of Police Research & Development, New Delhi.
Initially, the Central Detective Training School, Hyderabad School Building was located in a rented building at Chirag Ali Lane, in the heart of Hyderabad and the School Hostel was located in Banjara Hills at a distance of 8 kms from the School. The School's own building was constructed at Ramanthapur and CDTI, Hyderabad shifted to its own building in January, 1980.
The main object of this in-service training is to improve the standard of crime investigation in this country by familiarizing Police Investigation Officers with the various developments in Forensic Science. They are trained to match the skill and resources of the modern criminal with the aids that the progress of science has placed at their disposal. They are taught to adopt scientific methods and new techniques and processes and enlist the aid of various branches of science. To impress upon them the imperative necessity of eschewing the outdated methods of investigation and in particular, the use of third-degree methods and fabrication of evidence is a vital aspect of this training.
CDTI, Hyderabad has conducted mainly two courses till 1992 viz. "Course in Advanced Scientific Methods of Crime Investigation (12-week duration)" and "Course on Orientation to Scientific Investigation (20-days)", but expanded its repertoire to include a number of short duration courses relating to application of scientific techniques to investigation. On 19th September, 2017 the CDTI, Hyderabad has been declared as "Centre for Excellence on Police Technology, IT & Cyber Crime".
In the year 2009, the Govt. of India approved establishing a Central Academy for Police Training(CAPT) at Bhopal to impart basic and in-service training to the directly recruited Dy.SPs of all states/UTs across the country. A total outlay of Rs.281.00 crores was subsequently sanctioned for the academy on Oct.11, 2012. The MP Govt. allocated 401 acres of land for it at village Kanhasaiya, Tehsil-Huzur, Bhopal. The total area of 401 acres is divided into 3 parts viz Part "A"(118 acres), Part "B" (267 acres), Part "C" (16 acres).
